This system the PHLGADIS developed by the CHED Regional Office System development team composed of Dr. Rody Garcia the project manager and systems analyst, who has been in the software development business for 20 years and being a system analyst for different industries and currently heading the CHED Regional Office IX as the OIC Regional Director. He is also the proponent of various applications for CHED Regional Office, such as CFEST, Ched Scholarship Online Certification System and others.

To ensure the inclusivity and gender sensitivity of the project, Engr. Joseph Lou Sta. Teresa stands as the Gender and Development Analyst of the team. Gender and Development though encompassing every individual, remains to be one of the most sensitive issues at status quo. Despite this fact, the knowledge and empathy of Engr. Joseph towards GAD has proved to be valuable for the development of the system.

Standing at the forefront of the development as the lead programmer is John Michael Varquez. As a developer for 20 years, his expertise has made it possible for PHLGADIS to undergo rapid development. Along with him are the programmers Jake Christian Wee, Rheymann Cuartocruz, and Sid Jeric Cua who have also developed multiple applications for different industries. Their creative minds have ensured that the website will be aesthetically pleasing and functioning stably. They have taken care of both the front end and back end needs of the system and anything necessary that has emerged through the development life cycle. Gian Marco Guerrero as the new addition to the team takes care of the validity of the data collected from the surveys, essentially functioning as a Data Analyst.

All of this would have not been possible without the support of Commissioner Aldrin Darilag as the Commissioner Oversight for Gender and Development. Without his support, the PHLGADIS app would not have been developed.
